September of this year, the 68th Session of the United Nations General Assembly (UNGA) will be convened at the United Nations Headquarter in New York. Taking this opportunity, the ASEAN Foreign Ministers, as the ASEAN custom annually, will gather and attend the Informal ASEAN Foreign Ministers’ Meeting (IAMM) on the sideline of the 68th Session of the United Nations General Assembly. Brunei as the ASEAN Chair would host three different ASEAN meetings, namely :
1. ASEAN-UN Preparatory Senior Officials’ Meeting,
2. Informal ASEAN Ministerial Meeting
3. ASEAN Foreign Ministers’ Meeting with the Secretary-General of the United Nations and the President of the 68th Session of the UNGA.
Therefore, in order to be understandable regarding to these upcoming meetings, here I would like to present some basic knowledge related to ASEAN-UN cooperation.
As the world has rapidly changed in term of both economy and politic, the Association of Southeast Asian Nations (ASEAN) and International community shall work together to address the common concerns and other global challenges to the promotion and the protection of the international peace, security and cooperation in consistent to the international law within the regional framework and others. Therefore, the ASEAN and the UN have strengthened its relationship by broadening and deepening their level of cooperation in addressing the international affairs. In this sense, the ASEAN and the UN signed the Memorandum of Understanding on 27 September 2007.

The enhancement of cooperation between the ASEAN and the UN in terms of the partnership would bring the effectively and timely response to the global concerns and mutual interests, on one hand, and would also contribute to the attainment of respective organizations’ objectives, on the other hand. Thus, the Association of Southeast Asian Nations and United Nations have convened four Summits respectively in 2000, 2005, 2010, and 2011.

At the 4th ASEAN-UN Summit, leaders of ASEAN Member States and the Secretary-General Ba Ki-moon adopted a Joint Declaration on Comprehensive Partnership between ASEAN and UN.
After the adoption of the Joint Declaration on Comprehensive Partnership between ASEAN and the UN at the 4th ASEAN-UN Summit in Bali, the latest meeting is the ASEAN-United Nations Ministerial Meeting, or annual ASEAN Foreign Ministers’ Meeting with the UN Secretary-General and President of the 67th Session of the UNGA which took place on 28 September 2012, in New York. The above said Meetings became the strategic talk shop among ASEAN Foreign Ministers and the President of UN General Assembly to strengthen the partnership between the two organizations. The cooperation between the ASEAN Sectoral Bodies and the UN Agencies are including on the wide range of the community building, key issues related to development, poverty alleviation, food and energy security, trade, climate change, environment, prevention of communicable diseases, transnational crimes, drugs control, peace, security, terrorism, conflict prevention, human rights, fundamental freedom and the millennium development goals.
The UN Secretary-General (UNSG), Mr Ban Ki-Moon informed Dr Surin Pitsuwan, Secretary-General of ASEAN, “The UN regards ASEAN as one of the most successful regional organizations in the world.” He encouraged ASEAN to play a greater role in shaping the global agenda, and to share ASEAN’s experience and best practices with other regions in the world, including through collaboration with the UN.
