Cambodia and ASEAN


  • Cambodia was accorded Observer Status in July 1995.
  • Cambodia applied for ASEAN membership in April 1996 in Jakarta, Indonesia.
  • Cambodia became full member of the Association of Southeast Asian Nations (ASEAN) on 30 April 1999 in Hanoi, Viet Nam.

Important Signing Documents

  • Treaty of Amity and Cooperation in Southeast Asia (TAC) on 23 January 1995.
  • Southeast Asia Nuclear-Weapon Free Zone (SEANWFZ) Treaty on 15 December 1995.
  • Declaration on the Admission of Cambodia into ASEAN (Hanoi, 30 April 1999).
  • Protocol for the Accession of Cambodia to the ASEAN Agreements (Hanoi, 30 April 1999).
  • ASEAN Charter on 20 November 2007.

 Important Meetings Held in Cambodia

  • Cambodia hosted the 8th ASEAN Summit, and at the same time the GMS Summit, in Phnom Penh, on 3-5 November 2002.
  • Cambodia hosted the 36th ASEAN Ministerial meeting (AMM) / Post Ministerial Conference (PMC) and the 10th ASEAN Regional Forum (ARF), 16-19 June 2003 in Phnom Penh.
  • As country coordinator for ASEAN-EU Dialogue Relations in 2006-2009, Cambodia hosted the 17th ASEAN-EU Foreign Ministers Meeting on 27-28 May 2009 in Phnom Penh.

The Foreign Ministers of ASEAN-EU issued a Joint Co-Chairman’s Statement of the 17th ASEAN-EU Ministerial Meeting and adopted a Phnom Penh Agenda for the Implementation of the ASEAN-EU Plan of Action (2009-2010)

Ministers welcomed the signing of the Declaration on Accession to the Treaty of Amity and Cooperation in Southeast Asia by the European Union and European Community and the ASEAN Declaration of Consent to the Accession to the Treaty of Amity and Cooperation in Southeast Asia by the European Union and European Community and agreed to intensify efforts to accelerate the completion of the Treaty’s amendment process which is necessary for the accession of the EU/EC.

  • Currently, Cambodia is the country coordinator for ASEAN-India dialogue Relations from July 2009 to July 2012, and for ASEAN-Japan Dialogue relations from July 2012 to July 2015.
  • Cambodia is the current Chair of ASEAN and will host the 20th ASEAN Summit on 3-4 April, the 4th AMM/PMC? 19th ARF in July and 21st ASEAN Summit and Related Summits including 7th East Asia Summit (EAS) in November 2012 in Phnom Penh.
